ISO 19650 is the international standard for managing information on BIM-based projects. It governs how information is requested, produced, checked and delivered across the asset life cycle, so every party works from the same data and every change can be traced back to its source.
Why does ISO 19650 appear in tender documents?
Procurement teams need a way to judge whether a bidder can genuinely manage project information, rather than simply hold software licences. Without a shared framework each bidder describes its capability in its own terms and assessment becomes subjective. ISO 19650 gives every bidder the same yardstick.
In Indonesia that need meets Ministerial Regulation PUPR No. 22/PRT/M/2018, which mandates BIM for state buildings classified as non-simple, above 2,000 square metres and more than two storeys. All three conditions apply together. The regulation establishes that BIM must be used; the international standard sets out how to run it so the result can be inspected.
Indonesia has also adopted the standard into its national standards system as SNI ISO 19650. Procurement documents may therefore cite either the SNI number or the ISO number, and both point to the same content. Several large national contractors have already certified against it.
What are the parts of the ISO 19650 series?
ISO 19650 is not a single document but a series of six parts. A tender usually references only one or two, and knowing which saves a great deal of unnecessary work.

For most building construction tenders in Indonesia, Parts 1 and 2 are the relevant ones. Preparing evidence against all six when only two are asked for is a common waste of effort among teams facing the requirement for the first time.
What do OIR, EIR, BEP and CDE mean?
These four abbreviations appear in almost every procurement document referencing ISO 19650, and all four are routinely confused. The order matters: each is the input to the next.

The most common failure is writing a BEP with no EIR behind it. Without clear questions from the owner, the delivery plan becomes paperwork describing what the provider usually does, rather than what this project needs.
The consequence surfaces at assessment. An evaluator comparing the BEP against the EIR sees immediately which points went unanswered, and a generic BEP that never references this project’s requirements is the easiest rejection to justify.
Which documents do tenders usually request?
The list varies between projects, but five documents recur most consistently. Note that the first four cross-reference each other — a weakness in one shows up in the others.
- A BIM Execution Plan answering the procurement information requirements point by point.
- Evidence a Common Data Environment exists, including its status and approval flow — not merely the name of a platform.
- A responsibility matrix stating who produces which information, at which stage.
- Sample outputs from previous projects showing consistent naming and data structure.
- Relevant management system certificates, where the procurement documents require them.
The fourth is the hardest to fake and therefore carries the most weight. Sample outputs from a real project reveal whether the naming rules written into the BEP were genuinely applied, or copied from a template.
How do you set up a CDE that meets the standard?
A Common Data Environment is not a shared folder. What distinguishes it is information status: every file sits at a defined stage, and moving between stages requires a check by someone with the authority to make it.
- Work in progress — held by a single discipline, not yet available as a reference for anyone else.
- Shared — visible to other disciplines for coordination, but not yet approved.
- Published — approved and available for use as a delivery reference.
- Archive — a traceable record of superseded versions, for when a disagreement arises later.

What gets compliance evidence rejected?
Four patterns account for most rejections, and all four are preventable before documents are submitted.
- Submitting a generic BEP that never references this project’s information requirements. An evaluator identifies it within one page.
- Claiming a CDE without being able to demonstrate its approval flow. A platform name is not evidence; a working status flow is.
- File naming that differs between the plan and the actual deliverables. It is visible the moment sample outputs are compared with the BEP.
- No named information manager with a defined role. Responsibility with no name attached is no responsibility.
The first three share one root cause: documents assembled against a submission deadline rather than drawn from a system that already runs. Organisations holding internal information standards face a tender as adaptation work, not as writing from nothing.

Frequently Asked Questions
Is ISO 19650 mandatory in Indonesia?
The standard is international and not directly mandated by law, but it increasingly appears as a procurement condition, particularly on projects governed by PUPR Regulation 22/2018. Indonesia has also adopted it as SNI ISO 19650, so tender documents may cite either the SNI or the ISO number.
ISO 19650 vs Revit?
Revit is a modelling tool. ISO 19650 governs how the information it produces is requested, checked and delivered. Holding a Revit licence does not by itself satisfy the standard, and this is the most common misunderstanding in tender submissions.
How many parts does ISO 19650 have?
Six. Part 1 covers concepts and principles, Part 2 the delivery phase, Part 3 the operational phase, Part 4 information exchange, Part 5 security-minded information management, and Part 6 health and safety information. For building construction tenders, Parts 1 and 2 are referenced most often.
How long does compliance prep take?
What decides it is how well structured previous project data already is. Where file naming is consistent and sample outputs can be shown, most of the work is adapting the BEP to this project’s EIR — adaptation, not authorship. Where no internal standard exists at all, writing that standard becomes a stage of its own, and it does not fit inside a normal tender submission window.
